Controling cheating in Exams

What roles can Kenyan teachers play in preventing cheating during national examinations? Right now it has reached a critical level where even some parents buy the exams in advance and most get swindled of their cash.

    proper preparation of student through the learning process is one of the best way
    however cameras and videos installed in the exam rooms can help to reduce this cheating
