Controling cheating in Exams

What roles can Kenyan teachers play in preventing cheating during national examinations? Right now it has reached a critical level where even some parents buy the exams in advance and most get swindled of their cash.

Are they equal?

A teacher with certificate and 5years experience in teaching and wants to persue a degree course in teaching is registered in the same class as those fresh from high school.My opinion is the former should be atleast one level ahead.Are they equal?
